On October 15, the groundbreaking ceremony for key projects in the fourth quarter of 2023 was held in Yulin City, Shaanxi Province.
Liu Bin, leader of the 7th Circuit Supervision Group for Thematic Education of the Shaanxi Provincial Party Committee, attended, and Zhang Shengli, mayor of Yulin City, issued the order to start construction. Li Xiongbin, deputy secretary of the Municipal Party Committee, presided over, and Yang Xiangxi, member of the Standing Committee of the Municipal Party Committee and Executive Deputy Mayor, commented on the project. The 150 newly started projects this time cover ten major fields such as innovation drive, advanced manufacturing, and ecological environment improvement. In promoting transformation and upgrading, the Shenxin Coal Quality-Efficient Conversion and BDO Downstream Deep Processing Circular Economy Projects have improved the comprehensive utilization efficiency of coal as a chemical raw material through the coupling of coal chemical industry and salt chemical industry.
On August 15, 2022, the Yulin City Investment Promotion Conference and Key Project Signing Ceremony were held in Xi’an. At the meeting, Yulin City successfully signed 51 projects, attracting investment amounting to 117.374 billion yuan, which was a significant breakthrough compared with the previous session when 45 projects were signed and investment amounted to 69.697 billion yuan.
On the morning of July 11, 2023, Shaanxi’s provincial key project observation group in the second quarter of 2023 entered the Shenmu Shenxin Circular Economy Industry Demonstration Project in Shenmu City, Yulin City.
The Shenmu Shenxin Circular Economy Industry Demonstration Project is invested by Xinfa Group. The project construction period is from 2022 to 2026, with a total investment of 77.22 billion yuan. Covering an area of about 15,000 acres, it mainly builds 1.6 million tons/year high-performance resin, 1.2 million tons/year BDO (1,4-butanediol), 600,000 tons/year PBAT (degradable material), 400,000 tons/year Annual spandex new material, 100,000 tons/year electronic grade NMP (N-methylpyrrolidone), 300,000 tons/year acetic acid, 100,000 tons/year vinyl acetate and other production equipment, as well as 2×660MW ultra-supercritical coal-fired power generation units and related supporting projects.
“The project is a coupling project of coal chemical industry and salt chemical industry. It focuses on the efficient conversion and utilization of coal and the downstream intensive processing of BDO. It aims to improve the comprehensive utilization efficiency of coal as a chemical raw material, focuses on increasing the new content and green content, and produces high-end new products. materials, promote the transformation of low value-added chemical raw materials into high value-added fine chemical products, and have demonstration significance for strengthening and improving the modern energy industry cluster.” said Li Ning, general manager of Shenmu Shenxin New Materials Co., Ltd.
It is understood that the project will start construction in September 2022. Currently, the 2×660MW ultra-supercritical coal-fired generating unit is undergoing equipment installation and will be ready for power generation and grid connection by the end of this year. The overall project is expected to be completed and put into use in 2026. After completion, it is estimated that the average output value per mu will be 5.67 million yuan, the average tax revenue per mu will be 980,000 yuan, and it will create employment for about 7,300 people.
This includes Shenmu City and Shandong Xinfa Group Energy Co., Ltd. signing a circular economy project with a total investment of 18 billion yuan for the efficient conversion of Shenxin coal quality and BDO downstream deep processing. The project construction is 1.2 million t/a.
