In recent years, my country has actively explored the development of prefabricated buildings, but most construction methods are still based on on-site pouring. The proportion and scale of prefabricated buildings are low, and there is still a big gap compared with the relevant requirements for the development of green buildings and advanced construction methods. gap. In order to implement the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening Urban Planning and Construction Management" and the deployment of the "Government Work Report" and vigorously develop prefabricated buildings, with the consent of the State Council, the following opinions are hereby put forward.

1. General requirements

(1) Guiding ideology. Comprehensively implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee of the Communist Party of China, as well as the Central Urbanization Work Conference and the Central Urban Work Conference, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, and in accordance with "Five-in-one " overall layout and " four comprehensive " strategic layout, firmly establish and implement the innovative, coordinated, green, open, Based on the shared development concept, in accordance with the requirements of applicability, economy, safety, green and beauty, we will promote innovation in construction methods, vigorously develop prefabricated concrete buildings and steel structure buildings, advocate the development of modern wood structure buildings where conditions permit, and continuously improve prefabricated buildings. Proportion of construction in new construction. Adhere to standardized design, factory production, assembly construction, integrated decoration, information management, and intelligent application, improve technical level and project quality, and promote the transformation and upgrading of the construction industry.

(2) Basic principles.

Adhere to market leadership and government promotion. Adapt to market demand, give full play to the decisive role of the market in resource allocation, give better play to the role of government planning guidance and policy support, form a favorable institutional mechanism and market environment, promote the active participation and collaborative cooperation of market entities, and orderly develop prefabricated buildings .

Insist on zoning promotion and gradual promotion. According to the economic and social development status and industrial and technical conditions of different regions, we divide key promotion areas, active promotion areas and encouraged promotion areas, adapt measures to local conditions, proceed step by step, use points to lead areas, pilot projects first, sum up experience in a timely manner, and form a work pattern in which parts drive the whole.

Adhere to top-level design and coordinated development. Take the collaborative promotion of standards, design, production, construction, use and maintenance as an effective starting point for the development of prefabricated buildings, promote the organic integration of all links, promote the improvement of quality and efficiency throughout the entire process of project construction through changes in construction methods, and drive the overall level of the construction industry. promote.

(3) Work goals. Focusing on the three urban agglomerations of Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta as the key areas for promotion, those with a permanent population exceeding 3 millionDevelop appropriate systems for outsourcing, construction licensing, subcontracting management, project costing, quality and safety supervision, and completion acceptance to achieve unified management and deep integration of engineering design, component production, construction, and procurement, and optimize project management methods. Encourage the establishment of technology innovation alliances in the prefabricated construction industry, increase investment in research and development, and enhance innovation capabilities. Support large-scale design, construction and parts manufacturing enterprises to transform into general engineering contracting enterprises with engineering management, design, construction, production and procurement capabilities by adjusting their organizational structures and improving management systems.

(11) Ensure project quality and safety. Improve the quality and safety management system for prefabricated construction projects, improve the quality and safety responsibility system, and implement the quality and safety responsibilities of all parties. Strengthen the supervision of the whole process. Relevant parties such as construction and supervision can use methods such as in-factory supervision to strengthen the production quality control of parts and components; construction companies must strengthen quality safety control and inspection and testing during the construction process, and improve the assembly and construction quality assurance system; it is obvious in the building Permanent signs shall be set up at the site to publicize the quality and safety responsibilities and main responsible persons. Strengthen industry supervision, clarify the construction drawing review requirements that comply with the characteristics of prefabricated buildings, establish a full-process quality traceability system, increase the intensity of spot checks and spot tests, and seriously investigate and punish quality and safety violations.

3. Safeguard Measures

(12) Strengthen organizational leadership. Each region must study and propose the goals and tasks for the development of prefabricated buildings according to local conditions, establish and improve working mechanisms, improve supporting policies, organize specific implementation, and ensure that all tasks are implemented. All relevant departments must increase guidance, coordination and support, regard the development of prefabricated buildings as an important task in implementing the spirit of the Central Urban Work Conference, include it in the supervision and assessment indicator system for urban planning and construction management, and regularly report assessment results.

(13) Increase policy support. Establish and improve the legal and regulatory system related to prefabricated buildings. Combined with policies on energy conservation and emission reduction, industrial development, technological innovation, pollution prevention and control, we will increase support for prefabricated buildings. Support manufacturers of prefabricated building parts and components that meet the conditions of high-tech enterprises to enjoy relevant preferential policies. Parts and components manufacturers that comply with the catalog of new wall materials can enjoy the preferential VAT refund policy as required. In the land supply, relevant requirements for the development of prefabricated buildings can be included in the land supply plan and implemented in the land use contract. Encourage all localities to introduce relevant policies and measures such as planning approval, land supply, infrastructure supporting facilities, and finance to support the development of prefabricated buildings based on actual conditions. Government investment projects should take the lead in developing prefabricated buildings and promote prefabricated buildings to go global. Add index requirements for prefabricated buildings in the selection of China Human Settlements Environment Awards, National Ecological Garden City Assessment, and Green Building Assessment.

(14) Strengthen team building. Vigorously cultivate professional talents in prefabricated building design, production, construction, and management. Encourage colleges and universities and vocational schools to set up courses related to prefabricated construction, promote prefabricated construction enterprises to carry out school-enterprise cooperation, and innovate talent training models. Add content related to prefabricated construction to the continuing education of professional and technical personnel in the construction industry. Increase investment in vocational skills training, establish training bases, strengthen job skills improvement training, and promote the transformation of migrant workers in the construction industry into skilled workers. Strengthen international exchanges and cooperation, and actively introduce overseas professionals to participate in the research and development, production and management of prefabricated buildings.

(15) Provide publicity and guidance. Promote in-depth the economic and social benefits of developing prefabricated buildings through various forms, widely publicize the basic knowledge of prefabricated buildings, increase social awareness, create a good atmosphere in which all parties pay attention to and support the development of prefabricated buildings, and promote prefabricated building-related industries and market development.
