On December 1, the public participation in the environmental impact assessment of the 500,000-ton young hydrocarbon deep processing project of Xi’an Changqing Tongxin Petroleum Technology Co., Ltd. (referred to as “Qingyang Tongxin”) was announced for the first time.

Project Overview: The project covers an area of approximately 696 acres. The main construction content is to build a 500,000 tons/year liquefied gas desulfurization unit, a 600,000 tons/year liquefied gas separation unit, a 150,000 tons/year maleic anhydride unit, a 20,000 tons/year succinic anhydride unit, and a 120,000 tons/year BDO device, 30,000 tons/year PBS unit, 300,000 tons/year alkane dehydrogenation (including 120,000/year MTBE), as well as newly built supporting storage and transportation facilities, public engineering facilities, safety and environmental protection facilities and auxiliary facilities, etc. The main products include propylene, maleic anhydride, succinic anhydride, BDO, PBS, MTBE, etc.
Project Progress
On September 25, 2023, Xi’an Changqing Tongxin Petroleum Technology Co., Ltd. and the Qingyang Municipal Government held a grand signing ceremony for the “Tongxin 500,000 tons/young hydrocarbon deep processing project” at the Qingyang Hotel. According to the agreement, the Qingyang Municipal Government will designate the company to register a joint venture with an independent legal person with Xi’an Changqing Tongxin Petroleum Technology Co., Ltd. to build a 500,000 tons/young hydrocarbon deep processing project in Xifeng Industrial Park, with a total investment of 5.536 billion yuan, with the oil field By-product light hydrocarbons are used as raw materials to build liquefied gas separation, propane butane dehydrogenation, maleic anhydride, succinic anhydride, tetrahydrofuran, MTBE, BDO, PBS and other equipment and supporting storage tank areas, loading and unloading areas, public auxiliary facilities areas, production management area.
On September 26, 2023, the groundbreaking ceremony of the Qingyang Tongxin light hydrocarbon deep processing project with an annual output of 500,000 tons, attracted by the Qingyang City and District Government of Gansu Province, was held in Xifeng Industrial Park.
On November 13, 2023, Qingyang Tongxin Petroleum Technology Co., Ltd.’s “500,000-ton light hydrocarbon deep processing project environmental impact assessment public participation was announced for the first time.
