The Municipal Emergency Management Bureau emphasized that we must adhere to the risk awareness of "hidden dangers are accidents", make every effort to resolve major safety risks, and resolutely prevent the occurrence of various production safety accidents.
The key to realizing "dynamic clearing" lies in the implementation of the "three combinations". According to the "Plan", Nanjing City will adopt a combination of incentives and penalties. For major hidden dangers that are reported in a timely and proactive manner and effective measures are taken to rectify them, inclusive and prudent supervision measures will be implemented, and administrative penalties will be exempted as appropriate. For enterprises that fail to conduct serious investigation, self-examination and self-correction are just a formality, and companies that repeatedly experience major hidden dangers, supervision and law enforcement will be intensified, administrative penalty measures such as production suspension and rectification will be strictly implemented in accordance with the law, and they will be included in the annual key law enforcement targets. In addition, warning interviews will be conducted for the company's main person in charge and safety management personnel who lack the ability to perform their duties or do not perform their duties adequately.
At the same time, Nanjing City will also adopt a combination of inspection and guidance. By organizing a team of experts to provide technical support to enterprises, we will strengthen assistance and guidance for key areas and key enterprises, conduct in-depth searches for existing problems and hazards, and help enterprises understand security risks, pinpoint weak links, and formulate and implement targeted measures. In addition, our city will also adopt a combination of governance and traceability. For various major hidden dangers discovered during inspections, enterprises are required to trace the root causes to find out the problems existing in the management system and implementation, and to find the weaknesses, risk points and safety management Use blank points to draw inferences from one example to ensure that similar hidden dangers will not occur again. At the same time, regulatory authorities are required to systematically analyze and summarize the major hidden dangers discovered during inspections, form a list of common problems and hidden dangers, organize regular experience exchange meetings, expand the coverage of rectification of common problems, and avoid the recurrence of similar major hidden dangers in other enterprises.
It is understood that since May this year, Nanjing has been in-depth promoting the special investigation and rectification of major accident hazards in the field of hazardous chemicals. By strengthening the identification of hidden risks and information management of hidden danger accounts, more than 220 major hidden dangers have been investigated and managed. In the next step, Nanjing will continue to promote the dynamic clearing of major hidden dangers, study and establish a long-term normal mechanism for hidden danger investigation and management, and integrate hidden danger rectification into daily life.
