The applicant requested that products originating in Japan, India's imports of o-dichlorobenzene are subject to anti-dumping investigations.
The Ministry of Commerce, in accordance with the relevant provisions of the Anti-dumping Regulations of the People's Republic of China, determines the qualifications of the applicant, the relevant circumstances of the products applied for investigation, the relevant circumstances of similar products in China, the impact of the products applied for investigation on the domestic industry, the country (region) applied for investigation ) were reviewed.
According to the evidence provided by the applicant and the preliminary review by the Ministry of Commerce, the output of the applicant’s o-dichlorobenzene accounted for more than 50% of China’s total output of similar products in the same period in 2014, 2015, 2016 and the first quarter of 2017. , in compliance with Article 11 and Article 13 of the Anti-dumping Regulations of the People's Republic of China regarding domestic industries' application for anti-dumping investigation.
The application claimed that o-dichlorobenzene originating in Japan and India was exported and sold to China at a price lower than its normal value. Based on the evidence and information reasonably obtained, the applicant used the o-dichlorobenzene export prices to other countries (regions) other than China according to Japanese and Indian customs statistics in the application as the basis for determining the normal value of o-dichlorobenzene in Japan and India. , based on Chinese customs statistics on the export prices of Japanese and Indian products applied for investigation to China as the basis for determining export prices, and after adjusting various factors that affect price comparability, it was claimed that there was relatively large dumping of products applied for investigation.
The application also claimed that the number of products applied for investigation entering the Chinese market has increased significantly, and their prices have dropped significantly, which has reduced, depressed and suppressed the prices of similar products in the domestic industry, resulting in a decrease in the operating rate of the domestic industry, a reduction in market share, and an overall downward trend in sales prices. Based on the above review results and in accordance with Article 16 of the Anti-dumping Regulations of the People's Republic of China, the Ministry of Commerce decided to file an anti-dumping case on imported o-dichlorobenzene originating in Japan and India starting from January 23, 2018. investigation.
