December 4 , Beijing Municipal Administration for Market Regulation released the results of quality supervision and random inspections of plastic bag (biodegradable) products in Beijing.
In accordance with the “Product Quality Law of the People’s Republic of China”, “Interim Measures for the Administration of Product Quality Supervision and Spot Inspections” and other laws and regulations, as well as the city’s product quality supervision and spot inspection plan and implementation details, the Beijing Municipal Administration for Market Regulation organized a plastic bag (biodegradable) Product quality supervision and spot inspection. A total of 29 batches of samples were sampled and inspected, and 19 batches of samples were found to be inconsistent with national standards and related product standards, and the inspection results were unqualified. Among them, 4 batches were only unqualified for marked items and did not involve human health and personal and property safety. .
For producers and sellers of substandard products discovered during random inspections, our bureau has handed over all the producers and sellers of substandard products to the market supervision department where the business entities are located for handling according to law. The Beijing Municipal Administration for Market Regulation recommends that consumers check product labels when purchasing (clearly indicating nominal load-bearing capacity, specifications, standard numbers, product names, warning slogans, etc.) and choose the specifications of plastic bags according to different uses. Pay attention to reducing the use of plastic bags, develop the habit of reusing plastic bags, bring your own shopping bags when shopping or use other environmentally friendly alternatives. When directly holding fruits, vegetables, raw meat, cooked food and other foods, plastic bags marked “for food” should be used.

Unqualified product information
Description of unqualified items
1. Logo/mark
As an information carrier that explains product quality through text, graphics, symbols, etc., it is not only a commitment made by manufacturers and operators to product quality, but also an explanation of product performance, usage, and precautions. A complete label can not only convey quality and safety information, ensure traceability, and protect the right to informed consumption, but also reduce transaction costs and avoid risks. “Biodegradable Plastic Shopping Bags” (GB/T 38082) stipulates: Biodegradable plastic shopping bags for non-food contact useBiodegradable plastic shopping bags should be clearly marked on the plastic shopping bag as “biodegradable plastic shopping bags for non-food direct contact” in accordance with the requirements of GB/T 21660 to identify the name, standard number, specifications, nominal load-bearing, material and components, manufacturer and Environmental statement and safety statement; biodegradable plastic shopping bags for direct food contact should be clearly marked on the plastic shopping bag “Plastic shopping bags for direct food contact” in accordance with the requirements of GB/T 21660 to identify the name, standard number, thickness and size specifications, and nominal Load-bearing, materials and components, manufacturer, and environmental and safety statements. Some shopping bag products are not marked with nominal load-bearing capacity or manufacturer, and the marked items do not meet standard requirements. Problems such as incomplete, untrue and inaccurate labeling information can easily lead to misleading consumers, affect the normal use of products, and even endanger consumers’ health and safety.
2. Lifting test
The lifting test tests the fatigue resistance of the bag. “Biodegradable Plastic Shopping Bags” (GB/T 38082) stipulates that the bag body and straps of plastic bags should not be damaged during the lifting test. During use, the plastic bag carrying area and bag base are easily broken, posing safety risks and reducing the number of recycles.
