Recently, the Shanghai Municipal Bureau of Ecology and Environment and the Shanghai Municipal Development and Reform Commission jointly issued the "Shanghai Implementation Plan for Pollution Reduction and Carbon Synergy" (hereinafter referred to as the "Plan").
The "Plan" proposes that by 2025 and 2030, the proportion of non-fossil energy in the city's total energy consumption will strive to reach 20% and 25% respectively.
In terms of promoting the synergy between volatile organic compound (VOCs) pollution prevention and carbon emission reduction, implement the total amount control of VOCs in key industries, give priority to the use of source substitution and process control measures, and vigorously promote industrial coating, packaging and printing and other solvent-using industries , as well as the source substitution of low-volatility raw and auxiliary materials in industries such as coatings, inks, adhesives, and cleaning agents, and qualified enterprise clusters and parks to explore the establishment of VOCs centralized treatment demonstration projects. Encourage the purchase of products using raw and auxiliary materials with low VOCs content. Focus on the storage, transfer and transportation of VOCs-containing materials, and take measures such as airtight equipment and places, process improvement, and effective collection of waste gas to reduce fugitive emissions. Promote the selection of VOCs terminal treatment measures to fully consider the impact of carbon emissions, and adopt energy-saving and low-carbon technology solutions.
The "Plan" also proposes that pilot demonstrations will be carried out, and through the construction of carbon dioxide resource utilization demonstration projects and hydrogen energy pilot demonstration projects, etc., it will provide a model for the promotion and application of new technologies and new models.
