According to the agreement, the Qingyang Municipal Government will designate the enterprise to register a joint venture with an independent legal person with Xi’an Changqing Tongxin Petroleum Technology Co., Ltd. to build a 500,000 tons/young hydrocarbon deep processing project in Xifeng Industrial Park, with a total investment of 5.536 billion yuan, with the oil field By-product light hydrocarbons are used as raw materials to build liquefied gas separation, propane butane dehydrogenation, maleic anhydride, succinic anhydride, tetrahydrofuran, MTBE, BDO, PBS and other equipment and supporting storage tank areas, loading and unloading areas, public auxiliary facilities areas, production management area.

The project uses the liquefied gas and mixed hydrocarbons produced by the Changqing Oilfield as raw materials, as well as the C3 and C4 components in the unused oil field associated gas resources of refining companies and ethylene production, and the inefficient liquefied gas of surrounding refining and chemical companies as raw materials. From August 2nd to August 3rd, the Planning Department of the Oilfield Company organized a review meeting for the “Feasibility Report of Xi’an Changqing Tongxin Petroleum Technology Co., Ltd. Oilfield Light Hydrocarbon Deep Processing Project” in the form of an on-site (video) meeting at Changqing Hotel. The meeting specially invited PetroChina Changqing Oilfield Branch, China Petroleum Planning Institute, China Huanqiu Engineering Co., Ltd., China National Chemical Hualu Technology Engineering Co., Ltd., China National Chemical Saiding Ningbo Engineering Co., Ltd., Beijing Petrochemical Engineering Co., Ltd., PetroChina Jilin Meng A total of 27 experts from 7 companies including Xixi Engineering Company formed an expert review group.
The meeting heard a report from the designer, PetroChina East China Design Institute, on the preparation of the feasibility study report of the project. The expert group conducted a comprehensive review of the feasibility study report from the aspects of process technology route, engineering support, and economic benefit analysis.
The expert group pointed out that if the project is implemented as soon as possible, it will make full use of the C3 and C4 components in the unused oil field associated gas resources in refining and chemical enterprises and ethylene production, as well as the inefficient liquefied gas resources of the surrounding group companies’ refining and chemical enterprises for deep processing to achieve Reducing oil and increasing chemicals, improving quality and efficiency will further enhance the added value of oilfield light hydrocarbon products, strongly support the high-quality development of Changqing Oilfield, and help transform resource advantages into the overall benefits of oilfield companies.
The expert group believes that the content and depth of the feasibility study report basically meet the requirements of relevant regulations, and the recommended process route, main technology, construction scale, and product solutions are basically reasonable, in line with the national industrial master plan and the group company’s industrial layout, and can achieve good economic benefits.
